when the new moon is seen in a city on the night after the 29th of Shaban,it is necessary to begin fast all over the world.

if  a captive ,who is in a disbelievers country,doesnt know the correct time of Ramadan,he makes  a search  and fasts in the month which satisfies his opinion.

If the new moon is seen during the day, this does not count. Because for the beginning of RamaDaan to be confirmed, the new moon must be seen after sunset (the night after the 29th day of Sha^baan) or otherwise, 30 days of Sha^baan would be completed.

fasting is tahriman makruh on the days whether they are correct days of Ramadan or not.it is not excuse to be unaware of worships in an Islamic country.therefore,in the places where Ramadan started by relying upon the calendar or in those countries which are guided by la-madhabis,it would be necessary for two additional days of qadha.
