by the first light of the morning of the first day of Iyd of Ramadan,to give the F?tra becomes wajib for every Muslim who has property or money as much as the amount of nisab in addition to his indispensable possesions and debts.

he who has the nisab of fitra and kurban is called rich.it is wajib for him to give fitra.and he is mukallaf,which means discreet,pubert and stationary,it is also wajib to perform the kurban only for himself.it is haram for him to take zakat and wajib to support his poor male realation who cannot work and his poor namahram female relation.

From the hanafii muktasar:-

It is wâjib to pay zakatulfitr when the fajr of the day of ^id happens, for every free Muslim on himself, on his small children, and on those who are insane and poor. And on his working slave even though they are kuffar and for every person he pays half a sa^ of wheat or one sa^ of dates or raisins or barley, if he already owes the niSaab, excluding his debts accommodation, furniture, horse, weapon, his working slaves and what people he is in charge of by obligation need, and it is permissible to pay the value of this.

From Shafi^i mukhtasar:

The Zakah of Fitr is due on every Muslim who is alive a part of Ramadan and a part of Shawwal. The due Zakah for each is a sa^ of the most common staple food of that region. It is an obligation upon the Muslim to pay the due Zakah for himself and his Muslim dependents on the Day of the Feast of Fitr (^Id-ul-Fitr) if he has enough money to meet his debts, clothing, lodging, and sustenance, and the sustenance of those whom he must support for the Day of Feast of Fitr and the night after it.

it  is necessary also for the safari(traveller) to give the f?tra.it is also permissible to give it during Ramadan-? sharif,before Ramadan or after Iyd.it cannot be given before Ramadan in Shafii madhab and before Iyd in the madahib of Maliki and Hanbali.
