it is fard  for them to cover these partswhen performing salat and when going out.

Bismillah-ir-Rahman-ir-Rahim

In the hanafi school:- for a free woman covering the awra means covering all except the face, hands and feet (according to one ijtihad of Imâm Abu Hanifa). It is better for a woman to cover her face when she leaves the house if she does so for the sake of Allâh and it is rewardable, but not an obligation. Except for the wives of the Prophet sallalahu ^alayhi wassalam   because Allâh said to them what means "You are not like the rest of women". All for them had to be covered, even in the presence of a blind man.

For common women they can uncover some of their body infront of a blind person. The Prophet sallalahu ^alayhi wassalam told a woman, Fatima bint qays, to spend the time of her ^iddah ((period of retreat for a woman in which she cannot marry)) in the house of Ibn Umm maktûm who was a blind man who used to do the adhan. The Prophet sallalahu ^alayhi wassalam told her which means you can take off your clothes in his presence i.e SOME of your clothes. But for the wives of the Prophet sallalahu ^alayhi wassalam even that was unacceptable, they only uncovered themselves in the presence of their father, brothers or the like.

it  is written in Bezzaziyya that it is not permissible for Muslims to be at  majlis al fisq,that is,,at a place here sinners gather together ,without necessity.

Common women may uncover their faces as proven by a hadith of alBukhari which narrates how during Hajj a beautiful woman came to the Prophet sallalahu ^alayhi wassalam asking him a question ((if she could perform hajj on behalf of her father)). The Prophet sallalahu ^alayhi wassalam was riding with his cousin al fadl behind him, al fadl was his paternal cousin son of Abbas and he was a handsome man. She looked at him and he at her, so the Prophet sallalahu ^alayhi wassalam turned away the face of al fadl, he did not tell the woman to cover her face.

Some people do not accept that because they want women to cover their faces when they go out and it is not awra.
