I read this and saw  . this is an afhgani -women
the  thing what i ask myself is ... isnt it haraam for her to run in such narrow dress?

As far as I know is that she is not allowed to wear such narrow dress...

it's not haram to wear a narrow dress it's only makruh

It is Haram according to Imam Abu Hanifa to wear narrow dress.
If it gets real narrow as being explicit and sexually arousing (like these narrow pants they wear revealing the vagina opening or the buttocks shape), It is haram everywhere.
I'm sorry to use slang terms. But things are not that conservative out there.

indeed, it is like a girl not wearing anything.
it is showing the very single detail in her body when using such clothes
