khimar in the Arabic language means head cover, not face cover.

However you find some lay people who think it means face cover - it doesn't.

Ibn Hajar Al Haytami in his book al "fatawa El Kobra" Said that it's Unanimous among Scholars That A woman may reveal her face. from Imam El Haramayn .
Same thing in Shar^h el Eida^h for the same Scholar

and Ibn Jarir Altabari said in his tafseer that the face may be revealed.

And the Hadith found In Bukhari and muslim and others when a woman came to ask the Prophet about a Hajj Issue he twisted his cousin's neck because he was looking at her instead of ordering her to cover her face(with a distance since it was Hajj time).

Also It's supported by The Hadith when The prophet said to Asma^a: "If the woman reached Adulthood. Only this and this are to allowed to be revealed pointing his face and hands"

Sheikh Zakariyya Al Ansari said that if face and hands are ^Awrah  it wouldn't have been obligatory to reveal them in Ihram for Hajj.

wa 3alaikum assalaam wa RaHmatullaah wa barakaatuh. No it is optional & rewardable for the woman but it was obligatory for the wives of the Prophet.

salam alaykum

JazakAllah khayr akhi.

I realise that face and hands is not awrah in the four schools but my question is not about awrah.  I have heard that even if it is not part of awrah the face is obligatory to cover due to fear of fitnah except if she is doing some business or she needs to remove it to see something according to the mainstream views of madhahib.  Also, I heard that the hadith you mentioned is relating to hajj and in hajj women don't need to cover their face.  Please correct if I am wrong. JazkaAllah khayr.

Asalamalikum wa rahtmullahi wa barakthu

How can a order be for one place and not for other places An order is an order...

Well, Hijab is equally important for all Muslims, no matter what school of thought one belongs. Quran has very clear instruction about. Whether you name it niqab or burka, it doesn't matter.

Allah  say’s in Quran “O you Children  of Adam! We have bestowed on you raiment to cover your shame as well as to be  an adornment to you. But the raiment of righteousness, that is the best. Such  are among the Signs of Allah, that they may receive admonition.” (Quran 7:26).
Veil  or Hijab is the dress code for the women in Islam. It is obligatory for the  Muslim women to cover their body completely in accordance with the teaching of  Holy Quran. Allah Almighty has narrated the dress code for the Islamic women in  Holy Quran. Here are some verses of Quran which show the importance of hijab in  Islam.

"And  say to the faithful women to lower their gazes, and to guard their private  parts, and not to display their beauty except what is apparent of it, and to  extend their head coverings to cover their bosoms, and not to display their  beauty except to their husbands, or their fathers, or their husband's fathers,  or their sons, or their husband's sons, or their brothers, or their brothers' sons,  or their sisters' sons, or their womenfolk, or what their right hands rule  (slaves), or the followers from the men who do not feel sexual desire, or the  small children to whom the nakedness of women is not apparent…" (Surah An  Nur: 31)
