seven or ten years old attractive girls as well as girls who have reached the age of fiteen or the age of puberty are equivalent to women.it is haram for such girls to show themselves with bare head, hair, arms and legs to non  mahram men,or to sing to them or to talk to them softly and gracefully.

Seven or 10 years old girl is not yet in the age of puberty, thus she would not be considered as sinful if she did something that is haram.

When she reaches the age of puberty or when she get her first period, then she should be considered as mukallaf.. But before, she is not.

As for your sentence "talk to them softly and gracefully" I didn't understand it. I hope that you clarify this please.

It is best to make the girls where Hijab before she even reaches the correct age. I mean you let a girl without covering herself (not wearing Hijab) until she reaches puberty, and when she reaches that time we just like that tell her to cover herself. Do you think a girl can change that fast to wearing Hijab. So even from the little age we have to teach (to all our Muslim boys and girls) the way of Islamic life.

Just because something is Haram but not sinful for a little boy/girl, that does not mean we can let them do it. Because, if we did they may get used to doing what is Haram when they are old enough.
