leaders are there to SERVE their people - that is the duty imposed upon them but power is a very strong and corrupting influence therefore i think a leader should

1.  always act according to principle and not for personal gain (be that fame/money/status/retention of power)

2.  he must surround himself with ministers or people who QUESTION him and he must listen to them with humility and grace and hear their viewpoints so that he does not become a dictator surrounding himself with only "yes-men", which will allow the power to corrupt his mind.

It is said that in a Government where the people are loyal to Governement and the Government loyal to the laws is the best Government. Likewise the leaders of our nation i.e. the nation lf Islam if they only could stick to the laws of Allah and fully discharge their duties according to the laws, we would become a great nation.
